The
city of Oulu
The
city of Oulu was founded in 1605, and during the centuries
it developed into a centre of salmon, tar, commerce
and shipping. Later, the development was boosted by
the forest and chemical industry. Since the foundation
of Oulu University in 1958, Oulu has grown into a modern
city based on know-how. During the last twenty-odd years,
Oulu has become one of the fastest growing urban areas
in Finland and one of the most important centres of
IT in Europe. Oulu is the sixth biggest town in Finland,
the population is almost 130000.

The University
of Oulu
The University of Oulu is an academic community of 3100
employees and over 14 500 students. The scientific basis
of the University is extensive, covering nine fields
of education that have been combined under six administrative
faculties. The University focuses on education and research
in biotechnology, information technology, northern issues
and the environment.
MediaTeam
Oulu research group is a part of the Information Processing
Laboratory in the Department of Electrical Engineering
at the University of Oulu. MediaTeam carries out research
in the features, use, and applications of multimedia
and digital media types (image, sound, video, text)
in information and communication systems

Regional
Council of Northern Ostrobothnia
The
Regional Council of Northern Ostrobothnia is a joint
municipal authority that consists of the local
government districts. The council assumes responsibility
for the general development of its region, performs the
statutory duties of a regional development agency and
takes responsibility for land use planning at the
regional level. The
Regional Council bears responsibility for coordinating
the implementation of EU regional objective programmes
as well as the implementation of the Interreg programmes
and some EU separate programmes in the region. In
addition, the Regional Council acts as a regional
organization for the promotion of tourism and it also
has duties with regard to education and cultural
activities and is active in supervising the benefits of
the region.

State
Provincial Office of Oulu
The State Provincial Office is a joint regional authority
of seven different ministries. The State Provincial
Office promotes the national and regional objectives
of the State central administration. It administers
the following tasks: social and health administration;
educational and cultural administration; sport and youth
affairs; police administration; rescue administration;
consumer, competition, and judicial administration.

Oulu
Polytechnic
The research and development work of Oulu Polytechnic
promotes employment and well-being in Northern Finland,
strengthens the expertise clusters of the area, the
transfer of technology to companies and promotes the
starting up of new businesses. Oulu Polytechnic offers
education leading to a bachelor's degree in the following
fields: business and administration, culture, renewable
natural resources, health care and social services,
technology and communications.
The
Institute of Technology is the most important trainer
of engineers in Northern Finland. There are over 2000
students in the Institution, and together with the units
of information technology and business in Raahe, it
is the largest trainer of polytechnic graduate engineers
in Finland. The research and development of the Institution
are networked in an efficient way; the partners are
companies, research institutions and universities.
The
Renewable Natural Resources Unit is the centre of expertise
for natural resources in Northern Finland. The graduates
are the experts who have specialised in mastering the
Northern nature, its characteristics and possibilities.
In addition to the education leading to a bachelor's
degree, the Unit offers diverse services for business
life in the area.

Oulu
Chamber of Commerce
Oulu Chamber of Commerce represents, develops and
influences business life. It was founded in 1918 by
companies, and it is also financed by the companies.
The Chamber of Commerce offers diverse services to
its member companies and aims to develop the operating
environment of the companies through its committees.
The Oulu Chamber of Commerce operates in the Northern
Ostrobothnia and Kainuu regions. The Chamber of Commerce
is also internationally active: its projects are the
Barents Business Summit, aiming at developing business
in the Barents area and the natural gas field Snohvit
in northern Norway.

Oulu
Region Centre of Expertise
The
Oulu Region Centre of Expertise promotes the operation
of hitech companies in the area. Through the Oulu Region
Centre of Expertise, the companies have access to Oulu
Region’s internationally recognised knowledge in
information technology and the health care industry and
the tools to utilise that knowledge. The centre is in
close co-operation with companies, educational
institutions and research organisations. They also
co-ordinate various developmental projects and
programmes and promote co-operation projects between
companies.
The
main objective of their operation is to further develop
the information and wellness society of the Oulu region
through successful companies. In particular, The Oulu
Region Centre of Expertise concentrates on predicting
the future business environment and developing superior
technological expertise for, for example,
4G-environment.
Mobile Forum is a research, development and business
program aimed at facilitating the creation of future
mobile applications and services. Mobile Forum is an
essential part of the Oulu 2006 Growth Agreement.
There are 80 national and international companies
as well as research institutes involved in Mobile Forum.
